About the ACT Human Rights Commission |
The ACT Human Rights Commission promotes the human rights and welfare of people living in the ACT and provides an independent, fair and accessible one-stop shop for complaints of unlawful discrimination, and complaints regarding health services, services for older people, disability services and services for children and young people.
Currently, there are three Commissioners comprising:
- Dr Helen Watchirs, Human Rights & Discrimination Commissioner;
- Ms Julie Field is the Acting Health Services Commissioner, and Disability & Community Services Commissioner; and
- Mr Alasdair Roy, Children & Young People Commissioner.
The Commission is working to promote improvements in service provision for our community, to promote awareness of the rights and responsibilities of users and providers of services, and to promote understanding of and compliance with the Discrimination Act 1991, the Human Rights Act 2004 and the Health Records (Privacy and Access) Act 1997.

Complaint Forms |
Your Complaint must be submitted in writing in order for the Commissioner to act on it. It is not essential that you use the complaint form, but we recommend it because the form will help you to provide us with the information we need.
